SECTION 1.

Paris, June 30, 1909. 1 HAVE the honour to transmit to you herewith copy of a memorandum which I have received this evening from M. Pichon in reply to an enquiry which I made of his Excellency in accordance with the instructions contained in your telegram No. 400 of the 26th June as to whether Mr. J. P. Morgan's nomination as representative of the American group in China had been notified to the French Government.

M. Pichon was informed by Mr. White of this nomination, and a representative of Messrs. Kuelin and Loeb, of New York, who belong to the American group, is now in Paris until the 15th July, when he will proceed to London to confer on the question of Chinese loans with the interested European financial parties.

EN réponse à la note de l'Ambassade d'Angleterre du 27 courant, le Ministre des Affaires Étrangères a l'honneur de faire savoir à Sir Francis Bertie qu'il a été avisé par l'Ambassadeur des États-Unis à Paris de la désignation de Messrs. P. Morgan and Co., banquiers à Londres, pour discuter dans cette ville avec les différents groupes financiers européens les détails relatifs à la participation du groupe américain aux emprunts chinois projetés actuellement.

I résulte, en outre, d'indications particulières parvenues an Département des Affaires Étrangères qu'un représentant de la maison Kuehn et Loeb, de New-York, qui fait partie du groupe américain, est à Paris, où il doit demeurer jusqu'au 15 juillot, et d'où il a l'intention de se rendre à Londres pour conférer sur la question des emprunts chinois avec les établissements européens intéressés.
